Setting up documents of liability for violating land ownership rights and seizing natural resources in various forms, including withholding land, underground resources, water, flora or fauna, or giving nature-specific usage rights to others, along with illegally seizing land plots with unauthorized modifications, imposing the lowest tenfold job penalty on citizens, and imposing penalties up to twenty-five times the minimum wage on public officials.
